What is being built and who approved this project?

To continue Fort Belvoir’s proud tradition of taking care of its own, the Installation requested the former hospital parking lot be repurposed as additional housing for active duty service members in Cedar Grove Village. Six new duplexes boasting upgraded finishes, spacious front porches, two-car garages, and fenced-in backyards will be constructed to match the character of existing homes in the village. This exciting new development, approved by the Department of the Army in Fall 2020, is the result of several years of planning and coordination with the Installation, including the Garrison Commander, Directorate of Public Works, and Residential Communities Liaison Office.

This much-anticipated new addition to Cedar Grove Village will preserve land for other installation missions and further the vision set forth in the Fort Belvoir Master Plan. Plans and specifications comply with the 2015 International Residential Code and 2015 Virginia Building Code (i.e. the applicable codes for new construction in Fairfax County for new construction), and were reviewed and approved by the Commonwealth of Virginia, the Fort Belvoir Fire Department, and several third-party consultants approved by the Army. All new homes will undergo rigorous third-party and Army inspections during construction and prior to occupancy.

How long is this project going to take?

Construction in the Cedar Grove neighborhood began October 2020 and is scheduled for completion in October 2021.

    What are the construction hours?

Construction hours are Monday to Friday between 07:00 and 18:00 and Saturday 09:00 to 18:00. While contractors are authorized to work on Saturdays, we do not expect construction activity to occur every Saturday. No construction will take place on the following holidays: Thanksgiving, Christmas Eve, Christmas Day, New Year's Day, Memorial Day, Independence Day, Labor Day, and Veteran’s Day.

What is being done to keep the jobsite secure and safe?

Resident safety is our top priority. Accordingly, our contractor is following all local, state, federal, and OSHA regulations, as well as their own industry-leading safety best practices to create an incident-free construction site. We ask that residents adhere to all posted safety signage and refrain from entering any areas marked by construction fencing. The diagram below outlines the fencing perimeter, which may be adjusted from time to time to accommodate certain construction activities. The Villages at Belvoir will give residents advance notice of any changes in the construction fencing.

Can I access my garage if it backs up to the construction site?

Yes, residents will be able to access their garages for the duration of the construction project.

Who will be eligible to live in the new homes?

Priority will be given to O4-O5 & W3-W4 service members and their families. After that, availability will be made to other officer and warrant officer families next on the waitlist.

What will the completed homes look like?

The six new homes will complement the architecture and character of the existing homes in Cedar Grove Village. Shown below is an artist’s rendering, as well as the final site plan. Please note that the alley behind the homes will be a passthrough and shall serve as a connection point into Farrell Road.

Can I relocate if I do not want to stay in my current home?

Relocations are not required to complete the work in Cedar Grove Village.

Who do I contact for complaints, questions, or issues?
